After independence, as the trade was disconnected, Gunsan faced a severe economic crisis. Because its function as an interconnection city of trade was lost, Gunsan saw a bad forecast for its local economy. In 1968, with the hope of new prosperity, Gunsan citizens planned to establish the memorial tower. The name of the tower was originally “Chunmangtap Tower,” meaning waiting for beautiful spring, but the name was changed to “Seongsitap Tower” (成市塔) after construction was completed. Thereafter, in 1968, Mayor Park, Dong-pil changed the name to Susitap Tower, meaning “to protect the city,” as citizens wanted to see the community prosper once again.
The design of Susitap Tower, with the wish of citizens, was done by a prominent famous architect. As he thought that there would be many boats at Gunsan Port to revive Gunsan’s economy, he described the tower with a ship of an extended sail and torch. In the first design, the angle of the sail at Susitap Tower was smoother, but since the construction technology was not advanced at that time, it was built much sharper.
Susitap Tower was built under the passionate will of the citizens, but due to poor technique and insufficient equipment, after adversities, the height of the tower was reduced from 30m to 28m.
